The La Salina Wastewater treatment plant in Oceanside, CA is being decommissioned and converted into a stormwater treatment plant. The project site is adjacent to Loma Alta Creek and came under review by the United States Army Corps of Engineers (USACE), Section 106 of the National Historic Preservation Act.
PanGIS was hired to conduct a Historic Structures Evaluation for NEPA and CEQA compliance. Staff conducted an intensive pedestrian survey recording historic era storage tanks and related features on the property. A detailed DPR site form for the storage tanks was produced and included a preliminary evaluation for eligibility under Section 106. Historic research was conducted by PanGIS staff to develop a historic context statement regarding 20th-century wastewater treatment in San Diego County. Additionally, PanGIS staff authored the historic portion of the technical report which included the evaluation.
