SCE has developed a Transmission Line Rating Remediation (TLRR) Program to correct phase‐to‐ground clearance discrepancies with existing transmission facilities in relation to the California Public Utilities Commission (CPUC) General Order 95 Overhead Electric Line Construction (GO95), and to comply with the standards of the North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC). The Devers‐Colorado River (DCR) No. 1 Transmission line is one of the lines being upgraded.
PanGIS conducted a Class III survey to assist federal permitting agencies in complying with Section 106 of the NHPA and NEPA and to assist the California Public Utilities Commission (CPUC), the lead state agency for the inventory portion of the project, in complying with CEQA. The lead federal agency for the project was the BLM. PanGIS prepared the CRMP which describes the measures that SCE will take to ensure no adverse effects to Historic Properties/historical resources during the D‐CR No. 1 TLRR project in accordance with the D‐CR No. 1 TLRR Mitigated Negative Declaration (MND). PanGIS’ Principal Investigator conducted a site tour for the Lead Agency’s third-party monitoring firm and prepared all GIS-based graphics.
