City of San Diego/State Parks, Design of Los Penasquitos Lagoon Restoration EIR

Project Overview:

The goal of this project is to restore the historic coastal salt marsh habitat in the Los Peñasquitos Lagoon. The project is divided into three sub-phases due to the extent of the project and limits on the period of time that construction will be permitted due to bird nesting season: Phase 1a –sediment management, Phase 1b – freshwater management, Phase 1c –grading.

Scope of Work:

PanGIS provided CEQA services for cultural and historical resources and GIS mapping support to satisfy City’s Historical Resources Guidelines and Section 106 of the NHPA.  PanGIS conducted a record search, NAHC Sacred Lands File Search, Native American outreach letters, intensive linear ground surveys, historic research, managed the paleontology study, updated DPR forms, wrote Historical Resources Technical reports with recommendations, and writing cultural sections for the EIR.
